Civil rights for african americans: what were poll taxes exactly [i know it prevents them form voting]?

Because most of them had absolutely NO MONEY! They traded with their neighbors for whatever they couldn't produce on their own farms. Almost all were landless sharecroppers, which means that whatever they harvested each year belonged to the owners of the land they tilled. They were given back a portion of the crop as payment for their labor. They could not sell it at market, and that's why they had no cash.
