Which college to attend for engineering: UCD, UCM, SJSU, or a CC(transfer)?

Davis or CC. The other schools do not have strong engineering departments. It also depends on what kind of engineering. The less expensive route would be to go to a cc and then go to cal poly (slo or Pomona, they are both great)
