Why is Obama attempting to force Puerto Rico to become a state?

Puerto Rico has clearly shown on multiple occasions that it has no interest in becoming a state. So why does our democratic congress introduce a bill that takes out the option for Puerto Rico maintaining its status as a commonwealth? They do not want to be independent, so the only other option for an alienated Puerto Rico is statehood. Are democrats really so vote hungry that they are attempting to get more senators and house representatives?
